Fetal Medical Coverage

Should Idahoans expand the Children's Health Insurance program (CHIPS) to cover an unborn fetus or a pregnant mother? Pro-life groups want coverage for just the fetus while women's groups question whether this is just a new way to limit a woman's right to chose. They want coverage for poor women instead.
