Procedure:

 Use the index to look up your topic (identify the main idea and then locate the specific point).

 Write down the "citation" on which will be a series of numbers such as 18-401.

 Locate the volume with that series of numbers on the spine.

 Locate the citation, first finding the article (18) and then the section (401).

 Read that section to find the answer to your question.
